Timing belt, the saga continues 850 1997

Greetings,
OK, I have all my marks lined up, and the tensioner removed. One of the cam gears moved on me. It did not move much, probably not more that a tooth or so, and I moved it back. Is it OK if they move a bit? I know that when the new belt goes back in, I will have to make sure that all the marks line up.
I did not see the little white, plastic part on the tensioner. The new timing belt came with one. Where do I put it, and what is it for?
