air-pump / vac. reg. ? TURBO 128k miles 850 1994

ok, have been driving around for about 2k miles now sice i got this car.
- have posted previously and learned some since.
- had it up on lift and am happy with what i saw/learned.

Finally decided to look into this. There is what appears to be a vaccum regulator connected between intake manifold and what i believe is the air-pump, however i haven't removed the battery/tray to verify.

here's the pic.

as seen, the hose has NOT been connected to the 'hardline' just visible to the left of bracket. yes, it was quite obvious, however sometimes as age increases these things just don't click.

anyway, connected the two and all appears as was before.

my question is:
what function does this line provide ?
what might i expect to change ?

here's a pic of the, i believe, air-pump connections.
from what i can see/feel, there appears ther are two Tee's under there.

ONE connection the lower ( out of focus, whiteish, dead-center of pic !) has no hose connected.
