SL solenoid doesn't click

Well, another blinking arrow post.
I've got 1993 Volvo 850 GLT with auto transmission.
I get a fault code 3-2-3, lock up slips or not engaged. When I try to do diagnostic mode 3 on A1 socket, I can hear S1, S2 and STH solenoids click, but no SL solenoid sound. I tested the resistance at SL solenoid, and it's within the spec (10-15 Ohm). So, I ordered a new SL solenoid, and mechanic who put it in said that it didn't click when they tested it with 12v, at the same time S1 and S2 responded to 12v and clicked. So, my question is: was that new solenoid already bad? Does it click when you test it?

My tranny shifts fine, but arrow light comes up every 20-25 miles after I reset it.
I tried a steep hill to see if tranny sleeps, but it doesn't.
