not able to fill gas tank, pump clicks off repeatedly V70-XC70

Hi--

I have a '99 XC that just started having trouble at the gas pump. When I try to fill the tank the pump keeps clicking off every 1-2 seconds. The only way to get it to fill is to pump at a rate of 1 gallon/minute or less. Could there be some kind of blockage in the filler pipe? Could there be a problem venting the tank, if that's how it's designed? I called my local mechanic who only works on Volvo's and he said he's only heard of this problem once before and it was on a '98 XC-- coincidence??? Any ideas would be greatly appreciated!!
