S80 no power to Heat, A/C, fan controls, traction, all controls below radio S80 1999

I replaced the battery. Waited 10 minutes for downloads and all that. After the new battery, everything is fine except the power to panel below the radio. I found a fuse blown to the Aux. plugs, cig. lighter type. I replaced the fuse and still no power for heat or anything. What could be wrong? No problem messages are shown.

Please help.
