Air speed regulator doesn't work S40-V40

I don't know what the issue is, but air switcher doesn't change the speed of the air blowing system on my S-40 (2L, 12/97). I think the issue is with wires and its connection, but I don't know where to look on it. Behind gloves box or where?

I would appreciate any advise You'll give me.
