96 850 Won't Defrost Even With AC Compressor Running 850

I would say that if you stick your hand up there and feel warm air blowing then you probably have a bad heater core. Either that or you have water getting into the heating and defrosting system.

If you wipe down the windshield and it fogs up within a few seconds with hot air blowing across it then you have moist air condensing on the inside of the windshield.

You mentioned the AC so I'll asume that when it is set to defrost you also have the heat turned all the way up too. The function of the AC is to dehumidify the air so that when it heats up it will remove the moisture from the windows faster.

All of this assumes you are in a cold climate. If you live in a hot warm climate then there are other issues you may need to consider. Like whether you are cooling the windshield enough to condense water out of the warm moist air onto your chilled windshield.
