I'm not a "warranty expert" but federal emisions covers all cars to 4 yrs/50K miles so if you're out by delivery date now, your dealer's correct. It's written in either your owners manual or maintenance book that some emisions items have extended coverage in 2 states only but I too have heard that VIP doesn't cover certain items. If you doubt what you're being told, your only alternative is to call VCNAs customer service # to see if they have any other info.
