Blinker going real fast V70-XC70 1998

Here's one for ya:

A few days ago, upon using my turn signal, the light (inside and out) just came on solid. Hazard flashers also just came on solid.

Inspection of #13 and #27 (i think 27) fuses for turn and hazards, respectively, showed no problems. I started to guess the actual flasher unit must be bad. Shop manual shows one relay for both turn signals and hazards, but different fuses for each of those functions because Hazards work w/o key being on.

But, alas, as I got in the car again, ALL SYSTEMS GO. I figured maybe the contacts on one of the fuses was not good and my R&R of said fuses fixed the problem.

Two days later, same thing. This time I pulled over, yanked out #13 and put it back in. Viola. All was well, for about 10 minutes. Then solid lights again, no flasing.

When I got home and jumped out to play, before I could touch a think, all was well again and has been for 2 days.

So, I figure I'll just replace those two fuses for kicks. But has anyone heard of this before? And why is it that turn signals and hazards both get effected if they're on different fuses, but removing & reinstalling one fuse fixed both? Is the flasher relay just not happy?

One last thing. Where the heck IS my flasher relay in case I need to yank that and replace it.
