Not familiar with the P2 cars steering components but you might try lubing the steering shaft u-joints. Assuming your car has them...

My 240 had stiff steering that would get stuck. My 850’s steering would not always return to center. Normally it is the lower u-joint that starts to seize up from exposure to road debris and grime. Lubing the shaft u-joints with WD-40 while turning the steering lock to lock for a few minutes really helped! Do note that you might need to do it a few times before you get any results. Much cheaper than replacing the pump or rack!
