No Fuel Pressure At the Injector Rack V70-XC70 2004

Hey, seems like a no brainer here. But this is my first 2.4 problem so I wanted to consult with you guys.

Symptoms:
1) No Start
2) No Pressure at the fuel rack fitting

When I turn the ignition should I hear a relay click and then the fuel pump turn on and load the system like in the old Volvos ?

Where is the fuel filter located on this vehicle ? I am used to B230s not these motors.

Is the Fuel tank access located in the cargo deck like the old wagons ?

Plastic Fuel Tank ?

Any special tools needed to get at and replace the fuel pump ?

Thanks In Advance,
Rich
