faulty fuel regulator/damper 850

I was in the process of replacing the fuel filter on my '94 850 non-t wagon, and was releasing the fuel pressure from the schrader value at the fuel rail, and the fuel just kept squirting out! The pressure was constant, even tho the ignition was completely off. Does this mean the fuel regulator is faulty? I see that the part is actually called a fuel damper, meaning it reduces the pressure (I think).

Anyone ever have this issue?
