Not a dumb question. I suspect that the freon is a little low, but enough to trigger the low pressure switch. The 12V at the pressure switch cows and goes. Even if the freon is too low to pass voltage to the compressor you can still jump the contacts at the pressure switch and start the compressor (to test only)assuming of course you have voltage at the switch.
