It is unclear to me what you are reporting when you state "water under car"....

However, Do you have antifreeze in the cooling system (I hope) and what negative Temp is it good to ??? lower than the temps you experienced??

If so ... and that would be the good news, then I suspect you have a frozen gas line (starts and stops ).

Try to get the car into a warmer place... garage?? and carefully warm the fuel lines..... If you get the car running, add fresh fuel and dry gas to get rid of the moisture
in your gas tank...
