That black housing should contain the sensors for the automatic wipers.

All switches have a very small bulb that comes on when the headlights are on. Just pull the switch straight out and examine the back side. There should be a small bulb holder. On older cars, I go to radio shack and buy replacement bulbs for $1.75 for 2 micro bulbs. The micro lamps #7219 fit into the bulb holder quite nicely.
