Turbo Pressure Sensor - Wastegate problem 850 97

A year ago, the pressure sensor went out on my 97 T5. The turbo still worked, but before it could build any pressure, the wastegate released it. Therefore, there was no usable boost.

The dealer fixed it at a hefty price, and said it was a very rare problem. Now, it has happened again. What could be causing this? Any ideas?

Can I replace the part without removing the blower? I replaced the timing belt (70,000 miles)last month and it was a piece of cake. How about the turbo sensor, any suggestions would be appreciated.
