Diagnostic Question......... 850 1995

I have a general diagnostic question. Actually, I have two. The first is, if I don't have any lights on on my dashboard, does that mean that there are NO fault codes registering? The second questions is, would a vaccuum problem register either as a fault code or as a light on my dash? Someone posted a question about oil seepage being related to crankcase pressure or something like that and I think I might have the same question. I have the Haynes manual and it doesn't really say anything about crankcase pressure or the possible vaccuum problems. Could I have a clogged line? ruptured hoses? How would I go about checking and where are these lines? My cruise control is also not working, someone told me that might also be related to vaccuum. This car is such a headache!!!!!
