Proper temp gauge reading? V70-XC70 1999

I have just noticed that the needle on the temp gauge on my '99 NA V70 stays around the 2nd tick up the gauge. I don't know what temperature this indicates, but this seems low to me.

I took this car over from my wife, so I haven't been driving it much until recently and don't know what normal is.

The drive time temperature has been in the 50s lately so I would expect the gauge to read higher. I'm wondering if my thermostat has failed in the open position. Will an OBDII reader give me the actual temperature?

Any advice? Thanks in advance.
