99 v70 xc no start V70-XC70

The person up the street has a v70 xc today it would not start and for the last week it has been minus 10 cel. for the high I went up to have a look and asked him to turn it over and right away I saw the upper inter cooler hose being sucked closed, I removed the hose and the car started where could there be a blockage the air cleaner is fine no nests or blockage there anybody have any ideas ,thanks
