Gas smell, along with hard starting V70-XC70

This just happened yesterday... I noticed a gasoline smell coming from the right side of the car. Its coming from the outside and gets inside when the windows are opened, or the sunroof is open. There is no evidence of leakage anywhere. I got down under the car and can smell it is coming from the gas tank area. here is what appears to be a fuel filter (round 3" diameter by 4 inch long cylinder) It has a valve stem on it though.???
Twice when I started it today, it sputtered for a few seconds.. It only happens when its cold though.

Bad fuel filter??
Bad fuel pump??
Hole in gas tank??
