Mr Sha, you have a broken damper. You will need to remove the glovebox and the kick panel to expose the damper motors. I suspect the motor is working, but the pllastic connector behind the damper is broken and need to be re-glued and wrapped with wire. The dealer cannot fix this.

There might be an example on Volvospeed or Matthews site.
