Engine Surging when driving at 60+mph V70-XC70 99

Our 99 V70 T5M with 49K miles on it has started "surging" when driving the car at 60+mph. It is very subtle and it just feels like you are driving on a windy day. The engine is not misfiring and no codes are stored in the computer. Our dealer here in central Maryland can not figure out what is wrong with it. Any thoughts on the problem?
