Rear setabelt seized-HELP! V70-XC70 1998

HELP. I think I've read about this happening to others but couldn't find anything while searching.

I had the seats down on my V70 and when I put them back and went to reinstall my child's seat, I noticed that the belt was locked. OK, no biggie, it had slack, so I eased it back expecting it to release. NOT.

I tries this several times and, of course, each time I lost a few inches of the belt to the monster inside my seatback!

I tried to put the seat down flat again and try that, no luck. In fact, I lost so much slack that I cannot put the seatback upright any more!

How do I fix this? Take it apart? How? There seems to be a cap/cover on top right next to the belt's black hole, I assume there's a screw under there.

I seem to recall taht someone else had this happen and had to have the seatbelt replaced under warranty. I really need that seatback upright ASAP for my son and wife to ride back there!
