Ok V70AWD R - why std failed emission V70-XC70 98 AWDR

I have been trying to figure out for the last few months of how the v70 awd R's with a manual transmission never passed US emissions. As looking at both of the designs the automatic is much more complex than the standard tranny. My question is how did Volvo made a more complex system pass emissions but the easier and (more fun to drive)stronger setup failed? I know that I can't get a standard, my only hope is that someone will make a retro fit system someday with will pass the local air tests.

I was just wondering?
