E Brake Questions

I recently replaced the E brake shoes, clips and springs, and can't get the adjustment right at all. (I've read everything bout how to do it)It seems the cable is not doing it's job. What is the test for a broken or disconnected cable? How much pull should it give? It feels like I'm getting either very little pull or none. I'm almost ready to take it to the shop, but want to check with you first.
