Crank Pulley Outer Rubber Ring 850 1993

Hello All. Had to have my '93 850 GLT towed home today because the outer
rubber part of the crank pulley started falling apart. It made an awful noise, and I was convinced something more serious was afoot. I tried searching the site but couldn't find clear information on removing the crank pulley. Can the outer ring be purchased separately, or is it necessary to buy the entire crank pulley assembly?

Would this ring, by failing, affect the timing?

Also, I'm about due for a timing belt replacement, (100,000 miles). Should I do everything right now, or can the timing belt be done later without removing the crank pulley again?
