Fuel econ. issue/EVAP code: Seeking opinions re shop's diagnosis. 850 1994

It takes me longer to replace the purge valve: 10 minutes to find it, 10 minutes to study it, 5 minutes to replace it, and another 15 to admire my handy work :) And, no, it will not make a difference in mileage.

The oil breather system advice is good and sound. At 130K, the oil separator is starting to get clogged and the hoses are getting old. Your car will feel much better with new parts. FCP sells various parts and/or kit to do this, but get your intake manifold from the dealer.
Any good "mechanic" can do this in about 3 hours. It took me over 9 hours, but then there is a lot of "zen" time in my garage. I could probably do it in less than 5 hours the second time around. All you need is a nice torque wrench and a very good ratchet set. A pair of ramps to elevate the engine to woring height would be a plus - no need to get under the car.
This would make a great difference in mpg and performance.
