Fuel econ. issue/EVAP code: Seeking opinions re shop's diagnosis. 850 1994

I recently took my '94 854T to Fairfax Volvo (close to my office) to have them check it out. Fuel economy has averaged a dismal 23mpg in mixed driving for the last couple months. I was hoping you guys'd comment on what they told me needed fixing.

1. They pulled an evap code and reported that the evap valve is not responding. They want to change the valve ($200 for the part, extra for labor = $300+ total.)

2. They mentioned to me that the PCV system is clogged and requires an all-day repair. I have not noticed any loss of power or any other symptom that would suggest that something is wrong here, but the 'service adviser' made it sound rather dire--perhaps this is because fixing it would cost about $800?

I'm going to have the evap valve fixed. Is this something that I should expect will improve my fuel econ? Also, is the PCV problem just the mechanic messing with me, or is it common for a car with about 130k?
