PTC cleaning V70-XC70 1999

I decided to try cleaning the PTC on my T5. I'm not exactly sure what it does or what cleaning is supposed to do. I sprayed carb cleaner into it and followed up with compressed air (with the hose removed from the cylinder head at the other end).
The passage in the PTC is so large that I don't see how it could clog up. In addition, I also couldn't see what it's function is. There is an electronic connector and two vacuum hoses attached to it, but what do they do?
