Stiff Steering 850 1996

My 1996 850 has developed a stiff steering condition. It feels like the power assist my not be working. It is most noticeable at higher speeds. The steering seems very quick and feels harder than normal. It was about 8ozs. low on fluid and I added fluid. I also turned the wheels from lock to lock and held it there for about 10 secs. That did not change anything. What else should I look for. or do.
