98 V70 XC - ignition will not accept key V70-XC70 1998

Trying to put the key in the ignition. Acts blocked - like the little door is twisted in the slot and will not allow key to pass. No volvo dealer in my mountain town (closest is 150 miles away). WHo should do the work? Do the ignition switches fail regularly - or is this random event? How much am I looking at? Is it easy to replace?
