Fan speed, then slow speed?? V70-XC70 1998

OK, 98 V70R with climate control. Temps here have been 10-20 degrees max and car sits outside. When car starts to warm up and heat is on AUTO, the fan will rev to MAX once the temperature gage for the enging is about 1/3 of the way up. Recently going thru the same motions, the fan only goes about 1/3 of the speed, then the next day it may work fine. I also get no error/blinking lights or anything. Fan will ALWAYS run at highspeed if I move the lever to max! Whats the problem?????? New volvos make me insain!!!
