Broken Timing Belt v70r V70-XC70 1998

My girlfriend has a v70r wagon which has been awesome. She always has the car serviced at the local dealership since new, now 52,000 miles. The other day the car made a whining noise, then stopped. She didn't hear any metal noises however the dumb/stupid? tow truck operator told her to try and start it. Anyway she said she only turned it over twice then stopped- still no metal sounds. She just had a $2,000 major service on the car. Is/should the dealership be on the hook for this? What kind of damage could have caused? I am not familiar with volvos at all. Any help or advice would be appreciated.
