1. instrument panel lights; 2. phone charger 850 1996

1. About a year ago, the instrument panel lights started turning off after a few minutes of running the car. Restarting the car usually took care of the problem. This quickly ended up turning into no instrument panel lights at all. The best I can still get is that the lights blink when I turn the car on, but then they go away and I won't see them again for months. The ABS, service, etc. lights still all work, so I know it's not a bulb issue. Also, fuses were checked and nothing was out of place. My husband checked out the wiring diagram and thinks he knows where the problem could be, but we can't figure out where this particular relay is located in the car, or how to get to it. Can anyone help? We've lived with this for quite a while and sorta gotten used to it, but we might be selling the car soon so I'd like it to be taken care of sooner rather than later.

2. The cell phone charger used to work just fine in the car until recently. All of a sudden it stopped working so I thought the charger crapped out. Bought a new one, same thing. Checked fuses, the light in the lighter is still on but the charger won't work. The odds of having a bad charger twice in a row are not that good. Any clues?
