idle control valve? 400

I have a problem with idle. Sometimes the idle gets stuck to 1500 rpm, even 2000 rpm. It does not fluctuate, just remains high up. After running a while, it comes back to normal, but i feel the "fall to idle" is rather slower than normal.

I think it might be the idle control valve(bosch). What do You think?

it is a 1721cc (B18) engine Multipoint Injection from 1990
