Which way to install 'directional' Volvo-brand rear shims? 850 1997

I just bought dealer pads and shims for the rear. The shims have about 1/2 of them cut away and have an arrow on them pointing away from the cut-away portion. Do I install them with the arrow pointing in the direction of wheel rotation?
