Air Temperature Display in Dashboard V70-XC70 2003

The temperature shown on my dash (right side along with gear indicator) fluctuates randomly.
Sometimes it's right on but most of the time it reads low, very low (and never high).
e.g., It may be 45-degrees F when I start the engine and then in five minute change to minus 11-degrees, then two minutes later show 31-degrees and remain there for a while.

The dealer says I need a new temperature sensor. (seems obvious).

1. is this something I can change (I'm fairly good at auto mechanics- and the dealer wants $143US plus tax).

2. if it's reasonable that I can change the sensor, where is it located and how is it replaced?
