TRACS - Why is it So? 850 96

A recent posting highlighted a question I've never got around to asking.

If TRACS is supposed to work below a certain speed, why do I only get wheelspin? We really never see snow here in Oz, so I'm talking more serious throttle usage. What I suppose I'm getting at is wouldn't it have been better to have TRACS totally control wheelspin below the set speed (or even better the whole time). I know wheelspin is a major thing in my 850R Manual.

For the techs, what is the criteria that overrides TRACS below the set speed?
