Check Engine and Fuse V70-XC70 1998

As I tried to recharge my cell phone today I noticed that the cig lighter isn't working. Does anyone know what fuse that is? I couldn't find it in the book last time and had my mechanic fix it. Also, the check engine light has come on. I imagine one is not related to the other, but what are the reasons for the check engine light coming on?
