Blower - Low only 850

I just removed the shims in the A/C compressor and m recycling again but the blower isn't working. What seems odd it that there seems to be a small amount of air coming through the vents.

The airflow doesn't change at different speeds or on auto.

I have been reading the various posts regarding repair or replacement of mosfet on board or relays behind the glovebox, but all of them seem to deal with the blower not working at all or working on 1-3 or 4.

I'm not hearing any noises like a worn bearing or anything like that.

Thanks for any response that will help me understand what is happening so I can troubleshoot the issue.
