Throttle lag - drive by wire S40-V40 2005

Anyone notice this?

Driving my girlfriend's S40, T5, AWD, and electronically controlled throttle, there appears to be a dead throttle until you get about 3/4 of an inch down on the pedal.

It's definately not turbo lag or anything like that, it's like it does not want to engage in low engine speeds between idle and about 400 rpm above idle. This is annoying for me when I drive the car, as in traffic especially, when I want to slowly tool about and ease up on other cars, it doesn't allow.

I figured this is a function of the engine computer avoiding rpm / load cycles which are especially polluting. Is this true? Is this something others have noticed? Is it something that can be adjusted?
