Thermostat fluctuating V70-XC70 2001

I have a thermostat which fluctuates wildly under windy conditions. The outside temp. is well below freezing at the moment, and this means the heater is not functioning. This has happened before although the mechanic could not find anything wrong. Does anyone else have the same problem (or any idea as to what could be causing this)? I just spent $5000 overhauling everything on this car but little things keep going wrong (66,000 miles.)
