Air Injection V70-XC70 1998

I was getting P0410 code numerous times over 3 weeks and the computer is staying in OPEN LOOP. The air pump works when power is supplied, I replaced the PAIR valve going into the exhaust, replaced the relay for the system and replaced worn vacuum rubber elbows going to the PAIR valve and the problem still exists. I am not hearing the pump run and the PAIR valve is staying open. It seems the controller is not telling the valve to close. The PAIR valve does close when the vacuum is removed. What next?
