Right Front Noise over bumps V70-XC70 1998

When V70 is driven first thing in the morning, it makes noise over bumps. After several miles, noise goes away. My wife claims she can feel vibration in passenger side floor.
I was told it could be a ball joint. Under the hood, the passenger side "mount" seems torn. That's the black round rubber in the metal housing in the corner nearest windshield. Sorry for the laymen description.

What do you suppose is the cause of the morning symptoms? Ball joint or mount (if that's what that rubber ring is).
Is "Volvo Dr" in Orange County a reputable place?
How much money will it cost to repair?

N.B. Car runs straight, yet I notice vibration in steering at fwy miles.
