Pump relay electrical question. Wiring diagram?

Key in "ON" position, the pump relay removed, volt meter grounded to frame, volt meter positive on terminal 31b on the fuse block.
Why would the following happen?
Why do I get 2 volts + out of term. 31b ? Is that coming from the ECU to signal something or what? Why do I get only 2 v, when I get a full 12 from term. 15
