Not directly. A new filter would allow more gas to go through the line, less restriction, letting your car's performance increase. That means you would get to cruising speed faster and letting up on the gas pedal sooner, getting better economy. But 3 years on a filter is not normally disasterous unless you always get crummy gas. Most of us go way over 5 years on a gas filter, and I suspect some of us have never changed the fuel filter in out 10 year old cars.
A better way to get good gas milage is for a normal tune up with new air filters, plugs, clean throttle body, etc.

      Hi Klaus,
I did change my filter and plugs last summer along with replacing the flame trap when I serviced my throttle body but still gets 16mpg city although 24mpg highway. Oil change is on 3000miles intervals and I am using 89octane.
But it seems my air pump is defective(isn't that beneath the battery?) I also don't get codes for O2 sensors?
      Hoping to get better mileage.
      thanks again

If your air pump isn't working, you should get a Check engine light. If it is full of water, drill a drain hole into it. The air pump is designed to heat up the cat when the motor is cold, it should not have any bearing on fuel consumption. What hurts is that most of your driving is with a cold tranny which does use extra gas. 24 on the highway isn't bad.
