Can the canister purge valve cause engine ticking (sound of lifter not pumping up)?

Open the hood, start the car, go to the pass side and listen. It is the lifters, not the cannister. If the ticking goes away after a minute or two, no problem.

Canister purge valves can certainly sound like a lifter ticking. This would mean that the soenoid (coil) would have to be reacting erratically this wouldn't be normal switching for this type of solenoid. Sorry but I don't believe this is the kind of sound that would duplicate lifter ticking.

No. There's no relationship. Canister purge valve is controlled by the ECM - it cycles open/shut to suck fuel vapors from canister into the intake manifold. Adding a little more oil may reduce or eliminate the lifter ticking, but I would worry too much about a little ticking - it's normal. If the ticking is loud enough that you can hear it clearly with the hood closed, then maybe have it checked out?
