'95 hood stuck--won't open 850

I have an 850 turbo wagon. When I pull on the red handle (near the drivers' feet) I hear a mechanism working, but the hood doesn't unlatch. While a friend pulled the handle, I tried (1)pushing down on the hood, (2)pulling up on it, and (3)tugging on the little lever in front.
It's really frustrating, because (obviously) I need the hood open to adjust the latch so I can open the hood!
If I crawl underneath, where could I look for something to fiddle with?

    I am not sure if the side latches have released from your description. In any case do NOT play gorilla with the little plastic latch in the grille. I have had to gently push down on the hood to be able to lift the little plastic handle.
    If it is the side catches which aren't releasing, the cable has stretched a little and can be pulled with a pair of pliers. Pull the red handle as far as it goes and then grab the cable with the pliers and pull a little more. You will have to change the tensioner on the red handle to tighten the cable - takes a couple of pliers and a lot of upside down patience. You will wish you had three hands!

    try pushing the little black lever in the middle INward. sometimes the secondary latch binds and does not function properly.
