Headlight bulb replacement S70 1998

My 98 volvo has 37k miles. It in prestine shape. my wife drives it mostly and at night she is complaining about visibility. Right now they are not bright. I am sure its normal becasue I am used to xenons in my bmw. Are there any replacement bulbs which would shine much brighter and clearer than the original orangeish type light? I really dont want to install an aftermarket xenon kit not only because of price but reliability.

Does bulb output drop over time? I'm not sure of the answer but
if people think it is yes then you could do an experiment and
swap the bulbs between the low and high beems. The same bulb
is used in each and, presumably, the high-beams have not been
used as much. It's a cheap experiment, in any case.

Make sure you don't touch the bulb since oil from your skin can
cut the life of the bulb.
