Short circuit in instrument lights, where to start? V70-XC70 1999

Suddenly the fuse (#35) blows immediately, any ideas where to look first? This is a manual, if that makes a difference. I've had the car several months and haven't done any work on the instrument cluster. There had been some work done under the dash on the driver's side (cover is held with zip ties). I have to get in there eventually, but haven't yet. Maybe a loose wire there?
